PUBLIC NOTICE TO ALL CUSTOMERS OF DOUSMAN WATER UTILITY

Dousman Water Utility has filed an application with the Public Service Commission of Wisconsin (PSCW) to increase water rates.  The increase is necessary because of increased operating expenses and main replacements in Main Street since the last water rate increase in 2001.

The total increase in water revenues requested is $14,442 comprised of a 13% increase in the general service rates and no increase in the public fire protection charge, which will result in an estimated overall rate increase of 8% over the water utility’s present revenues.  If the request is granted, the water bill for the general service for an average residential customer with a 5/8 inch or 3/3 inch meter who uses 13,000 gallons of water per quarter will increase from $53.18 to $59.75, or 12%.

A telephonic public hearing on the application has been scheduled for Tuesday, September 1, 2015, at 10am in the Village Board Meeting Room at the Village Hall, 118 S. Main Street, Dousman, WI.  Scheduling questions regarding this hearing may be directed to the PSCW at (608) 266-3766.

A person may testify in this processing without becoming a party and without an attorney representation.  A person may submit this testimony in one of the following ways:

  • Web Comment.  Go to the PSCW’s website at hhtp://psc.wi.gov, click on the “Public Comments” button on the side bar.  On the next page select the “File a comment” link that appears for docket number 1670-WR-102.  Web comments shall be received no later than the day before the hearing.
  • Oral Comment.  Spoken testimony at the public hearing session.
  • *Written Comment.  Instead of speaking at the hearing, write out a comment and submit it at the public hearing session.
  • Mail Comment.  All comments submitted by US Mail shall be received no later that the day before the hearing and shall be addressed to:  Docket 1670-WR-102 Comments, Public Service Commission, PO Box 7854, Madison, WI 53707-7854

Water pollution and contaminated storm water runoff degrades surface waters making them unsafe for drinking, fishing, swimming, and other activities. As authorized by the Clean Water Act and administered by the United States Environmental Protection Agency (EPA), the National Pollutant Discharge Elimination System (NPDES) permit program controls water pollution by regulating the discharge of pollutants into waters of the United States.

In the State of Wisconsin, the Wisconsin Department of Natural Resources (DNR) administers the Wisconsin Pollutant Discharge Elimination System (WPDES) program in accordance with EPA regulations. The Village of Dousman is a mandatory participant in the WPDES program.

The purpose of the storm water permit is to encourage communities and residents to take an active role in preventing pollution from storm water runoff. Potential sources of pollution include parking lot and street wash off, illegal dumping of chemicals into storm sewer system, improper pet waste cleanup, agricultural runoff, fertilizer and pesticide over application, failing septic systems and many other sources. Since all storm water in Dousman ultimately ends up in our local lakes and rivers, the community as a whole has a responsibility to protect our pristine waters.

The minimum requirements of the VIllage’s WPDES permit are summarized in the six control measures listed below.

Public education and outreach on storm water impacts:

Develop and implement a program to educate the public on impacts of storm water discharges on water bodies and the steps necessary to reduce storm water pollution.
Public involvement and participation:
Develop and implement a public participation program to assist in the implementation reduction of storm water pollution.

Illicit discharge detection and elimination:
Develop and implement a program, including ordinance revisions, prohibiting illicit sewer connections or discharges (including dumping), create sewer maps, and offer public education on the hazards of illicit discharges.

Construction site storm water runoff control:
Develop, implement, and enforce a program, including ordinance revisions, to reduce storm water pollution fro construction activities.

Post-construction site storm water management in new development and redevelopment:

Develop, implement, and enforce a new program, including ordinance revisions that addresses storm water runoff from new development and redevelopment, generally using structural and non structural best management practices (BMPs).

Pollution prevention/ good housekeeping for municipal operations:
Develop and implement a program that considers pollution prevention and good housekeeping measures for maintenance activities, street runoff controls, storm sewer waste disposal, and flood control management projects.
